L2: mid-term ratesThe interest rate that may be used is any interest rate that is not more than 120 percent of the federal mid-term rate for either of the two months immediately preceding the month in which the distribution begins.

I suggest trying to get your February distribution earlier than “the end of” February. You are going to be sweating if you don”t have it in hand and the month is within a couple days of ending. A March inception would result in loss of the December rate and a huge reduction in rates causing a lower 72t calculation.
