1099-R box 7 code 2

L1: 1099-R box 7 code 2Started my SEPPJul-2003 and my broker got Box 7 code wrong for a few of the monthly distributions (coded them 1 instead of 2). At end of year I notified broker and he sent out a corrected 1099-R.
In 2004 broker messed up box 7 for three of my monthly checks. I called broker to correct them to code 2 and they said new rules require them to code all distributions from IRA’s as code 1 in box 7 (normal Dist.) No end of year corrected 1099-R.
As of 2004 are there any new IRS rules that require my broker to code box 7 with a 1 for normal dist.?
Can they put a code 2 in box 7 if they want?
If you tell me my broker can legally code box 7 with a 2(per my instructions)then I will get all over there case until they comply.

L2: 1099-R box 7 code 2The broker is correct based on the initial instructions posted by the IRS for 2004 that was missing the code of ‘2’ for SEPP payments.
However, under a great deal of preasure, the IRS posted new set of instructions with the code ‘2’ re-added.
