L1: 2nd DistributionIf one has a SEPP in place and therefore, qualifying for 10% penalty exception, can one also take a distribution from another IRA account [not in the SEPP universe] and use a different 10% exception [like the 10% penalty exception for higher education expenses]. I guess it could also be the same exception [i.e, SEPP] as well. Please confirm my understanding.
