L1: Interest Rate for SEPP beginning in JulyJust want to make sure I am interpreting the following correctly:
Revenue Ruling 2002-62 and Qualified SEPP Plans post 12/31/2002: The interest rate that may be used is any interest rate that is not more than 120 percent of the federal mid-term rate for either of the two months immediately preceding the month in which the distribution begins.

L5: Interest Rate for SEPP beginning in JulyThe July rate is 2.27, and do not know why you want to use a lower rate. But since the May and June rates are higher and you can use a lower rate if you wish, you could actually use 2.27 but it would not be considered the July rate. It would be the rate of the prior months reduced which would reduce your SEPP calculation.
Normally, if your IRA account has a balance that yields a higher SEPP distribution than you want distributed after planning for inflation and contingencies, you would partition that IRA into the IRA to be used for the SEPP, and another IRA outside the SEPP for emergency needs.
