Private letter ruling requests go to the Assistant General Counsel’s office in Washington, DC.See Rev. Proc. 2003-4.
Is there a cost for it?
Yes, if your 2002 gross income is under $200,000; then the filing fee is $600. If over $200,000; the filing fee is approx. $2450.
would it be better to have my accountant write it for me?
Would you do brain surgery on yourself? A PLR request is literally the making of law one taxpayer at a time. A PLR request, therefore looks not unlike a legal brief and tends to rather lengthy; usually 20 pages minimum and running into the hundreds for complex issues.
How do i write it and what do i put in it?
See Rev. Proc 2003-4 (approx 180 pages unto itself) gives you all the rules & requirements for filing a PLR.
