L1: recalculationWhen I do the calculation from one of the distribution methods to the Minimum distribution method, what account balance do I use? Is it the starting balance or the current balance?

L2: recalculationThe one timeswitch to the RMD method should not be done mid year, but in conjunction with a complete calendar year. The prior year end account balance is always used in the RMD method for each year the RMD method is used. Once you make the one time election, you must continue that method for the remaining term of the 72t plan.
I am not aware of any PLR addressing a mid year change to RMD, but even if there were one, it is not binding on other taxpayers. You do have some flexibility using the 60 day rollover rules to bring a year”s distributions down to the indicated RMD amount for the year.
