In short, I think the answer is no. Although philosphically, I might conceptually agree; e.g. why not? I believe the combination of the IRAs would constitute an improper addition of funds under RR 2002-62. Furhter, the whole issue would be further complicated assuming that the two SEPP programs commenced at different dates & with potentially different program assumptions.
